Huawei Romania, a global leader in ICT and smart energy solutions, Bamboo Energy, a leading company in energy flexibility optimisation software, and Flexumers, a Romanian flexibility and demand response aggregator, are announcing a strategic alliance to develop and validate a pioneering solution aimed at monetising distributed backup batteries at telecommunication sites by participating in ancillary and balancing services markets.
The solution combines Bamboo Energy's AI-powered optimisation platform and Flexumers' access to the Romanian adjustment and balancing services markets with Huawei's advanced energy storage solution. The platform will dynamically manage the charging and discharging of batteries based on real-time market needs. The project will commence with an initial deployment on a small number of batteries installed at telecommunication sites, with the aim of subsequently scaling the solution nationwide.
This initiative addresses a significant, as yet untapped, opportunity. Traditionally, telecommunications networks have used distributed batteries solely as backup systems for power outages. These assets remain idle most of the time, incurring significant operational costs without generating additional value. This collaboration aims to transform these assets into a Virtual Power Plant (VPP) capable of participating in balancing markets and generating new revenue streams for operators.
The joint project will focus on two main revenue-generating avenues from existing telecommunications batteries:
• Price arbitrage: optimising charging cycles to store energy during periods of low prices and use or sell it when prices are higher.
• Ancillary Services and Balancing Market: Testing the technical capability of aggregated batteries to participate in the mFRR (manual Frequency Restoration Reserve) and aFRR (automatic Frequency Restoration Reserve) markets.

This initiative represents the first Virtual Power Plant (VPP) based on Distributed Energy Storage Systems (DESS) installed at telecommunication sites in the region, constituting a significant advance in the valuation of critical infrastructure.
