The European Commission has given its official approval, under EU state aid rules, to the new capacity mechanism for electricity supply in Spain. This aid measure has an estimated budget of €900 million per year for a ten-year period (a total of approximately €9 billion) which effectively begins this May 2026.
The big breakthrough for the energy transition and our ecosystem is that this mechanism will be fully open to demand response (flexibility) and energy storage (batteries), in addition to clean generation. Beneficiaries will be selected through competitive, transparent, and non-discriminatory auctions, remunerating the availability of assets during periods of system scarcity.
Leading organisations such as AEPIBAL The detailed technical analyses and regulatory guidelines for this approval have already begun to be disseminated, marking a turning point in the deployment of mass storage and demand aggregation in Spain.

The harmonisation of distributed flexibility in the 27 already has a take-off date.
The key regulatory proposal coordinated by ACER, ENTSO-E and the EU DSO Entity is completing its final institutional stages to become Binding EU law, with full mandatory implementation planned for all member states by 2027.
This is new Demand Response Grid Code (Network Code on Demand Responsewill eliminate the regulatory gaps that have historically curbed flexibility in much of Central and Eastern Europe. Its main objective is to unify the playing field so that distributed assets – such as storage systems, electric vehicles, heat pumps, and industrial loads – can compete directly and in a standardised manner in wholesale and balancing markets through aggregation.

In parallel with the big news from Brussels, Red Eléctrica (REE) has just published the results of the latest auction for the Demand Response Active Service (SRAD). For the second half of 2026, the mainland electricity system will have 1.775 MW of dispatchable power, a figure slightly higher than the 1,725 MW of the first half of the year.
This volume represents 59% of the capacity initially required by the system operator (2,999 MW). Thirty-six suppliers have submitted bids totalling 2,413 MW. The resulting marginal price was 42.62 euros/MW for a total of 2,358 hours, which would be equivalent to 200.996 € per MW per year. As a new development, the allocation algorithm has already incorporated the recent modifications approved by the CNMC to optimise service efficiency.
