The European Commission has officially given the green light, under EU state aid rules, to the new electricity supply capacity mechanism in Spain. This aid measure has an estimated budget of €900 million per year over a ten-year period (totaling approximately £9 billionand effectively kicks off this May 2026.
The major breakthrough for the energy transition and our ecosystem is that this mechanism will be fully open to demand response (flexibility) and energy storage (batteries), alongside clean generation. Beneficiaries will be selected through competitive, transparent, and non-discriminatory auctions, which will remunerate asset availability during periods of system scarcity.
Leading associations such as AEPIBAL have already begun sharing detailed technical analyses and regulatory guidelines regarding this approval, marking a turning point for the deployment of large-scale storage and demand aggregation in Spain.

The harmonisation of distributed flexibility across the EU-27 now has a launch date.
The key regulatory proposal coordinated by ACER, ENTSO-E, and the EU DSO Entity is completing its final institutional phases to become binding EU law, with full mandatory implementation across all Member States expected by 2027.
This new Network Code on Demand Response will eliminate the regulatory gaps that have historically held back flexibility across much of Central and Eastern Europe. Its primary goal is to level the playing field so that distributed assets—such as storage systems, electric vehicles, heat pumps, and industrial loads—can compete directly and in a standardised manner in wholesale and balancing markets through aggregation.
Why is this important? A benchmarking report by smartEn and LCP Delta highlights the massive current gap between advanced aggregation markets (such as France, Belgium, or Great Britain) and the rest of the continent. It is estimated that the full deployment of demand flexibility by 2030 would avoid the need to build 60 GW of peak generation capacity, saving up to £29 billion per year in grid investments and congestion-related additional costs in countries such as Germany or the Netherlands.
The Flex touch For VPP (Virtual Power Plant)-based optimisation platforms, this unified regulatory framework represents the biggest highway for scalability of the decade. Moving from 27 local «regulatory islands» to a single European standard will facilitate cross-border flexibility aggregation.

Running parallel to the big news from Brussels, Red Eléctrica (REE) has just published the results of the latest Active Demand Response Service (SRAD) auction. For the second half of 2026, the peninsular electricity system will count on 1,775 MW of manageable capacity, slightly up from the 1,725 MW in the first half of the year.
This volume represents 59% of the capacity initially requested by the system operator (2,999 MW). Thirty-six providers bid a total of 2,413 MW. The resulting marginal price was €42.62/MW for a total of 2,358 hours, which is equivalent to £200,996 per MW per year. As a new feature, the allocation algorithm has already incorporated recent modifications approved by the CNMC to optimise service efficiency.
